I cannot exprese a very definite opinion
until after the next meeting of the Legislative Council
but, as at present advised, I consider that the only wise
course will be to fell in with the wishes of the Unofficial
members and allow them to bring forward their counter-
proposals. A few monthe delay can do no harm: precipitate
action may be fraught with grave danger to British
interests.
